Answer:
Have you not heard the hadith:
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongueمَن رأى منكم منكرًا فليغيره بيده، فإن لم يستطع فبلسانه
Sahih Muslim 49a
? Each person does so according to his capacity. The ruler has his role, the scholar has his role, the head of the household has his role, and the neighbors have their role among themselves. Each person acts according to his capacity.
