A: Yes, he commits a sin, without doubt, for this is a disobedience. The Prophet (peace and blessings be upon him) said:
Cut your mustaches short, let your beards grow, and be unlike the polytheistsقصُّوا الشَّوارب، ووفِّروا اللِّحَى، خالفوا المشركين
, and going against the commands is a disobedience.
