Praise be to Allah, and may peace and blessings be upon the Messenger of Allah, and upon his family and his companions.
As for what follows: A question has reached me from some of our Pakistani brothers, the summary of which is: What is the ruling on those who demand the application of socialist and communist principles and fight against the rule of Islam? What is the ruling on those who assist them in this demand, disparage those who demand the rule of Islam, and slander and fabricate lies against them? And is it permissible to appoint these people as imams and preachers in the mosques of the Muslims?

And the answer: Praise be to Allah, and may peace and blessings be upon the Messenger of Allah, and upon his family and his companions, and upon those who follow his guidance. There is no doubt that it is obligatory for the imams and leaders of the Muslims to rule by the Islamic Shari'ah in all their affairs and to fight against whatever contradicts it. This is a matter on which the scholars of Islam have reached consensus, with no disagreement, praise be to Allah. The evidence for this from the Book and the Sunnah is abundant and well-known to the people of knowledge. Among this is the saying of the Exalted:
But no, by your Lord, they will not [truly] believe until they make you, [O Muhammad], judge concerning that over which they dispute among themselves and then find within themselves no discomfort from what you have judged and submit in [full, willing] submission.فَلَا وَرَبِّكَ لَا يُؤْمِنُونَ حَتَّى يُحَكِّمُوكَ فِيمَا شَجَرَ بَيْنَهُمْ ثُمَّ لَا يَجِدُوا فِي أَنْفُسِهِمْ حَرَجًا مِمَّا قَضَيْتَ وَيُسَلِّمُوا تَسْلِيمًا
[Al-Nisa: 65], and His saying, Mighty and Majestic:
O you who have believed, obey Allah and obey the Messenger and those in authority among you. And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day. That is the best [way] and best in result.يَا أَيُّهَا الَّذِينَ آمَنُوا أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنْكُمْ فَإِنْ تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ إِنْ كُنْتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الْآخِرِ ذَلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلًا
[Al-Nisa: 59], and His saying, the Exalted:
And in anything over which you disagree - its ruling is [to be referred] to Allah.وَمَا اخْتَلَفْتُمْ فِيهِ مِنْ شَيْءٍ فَحُكْمُهُ إِلَى اللَّهِ
[Al-Shura: 10], and His saying, the Exalted:
Then is it the judgement of [the time of] ignorance they desire? But who is better than Allah in judgement for a people who are certain [in faith].أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِقَوْمٍ يُوقِنُونَ
[Al-Ma'idah: 50], and His saying, the Exalted:
And whoever does not judge by what Allah has revealed - then it is those who are the disbelievers.وَمَنْ لَمْ يَحْكُمْ بِمَا أَنْزَلَ اللَّهُ فَأُولَئِكَ هُمُ الْكَافِرُونَ
[Al-Ma'idah: 44],
And whoever does not judge by what Allah has revealed - then it is those who are the disbelievers.وَمَنْ لَمْ يَحْكُمْ بِمَا أَنْزَلَ اللَّهُ فَأُولَئِكَ هُمُ الظَّالِمُونَ
[Al-Ma'idah: 45],
And whoever does not judge by what Allah has revealed - then it is those who are the disbelievers.وَمَنْ لَمْ يَحْكُمْ بِمَا أَنْزَلَ اللَّهُ فَأُولَئِكَ هُمُ الْفَاسِقُونَ
[Al-Ma'idah: 47]. And there are many verses in this meaning.
The scholars have reached consensus that whoever claims that the ruling of other than Allah is better than the ruling of Allah, or that the guidance of other than the Messenger of Allah (peace and blessings be upon him) is better than the guidance of the Messenger (peace and blessings be upon him), is a disbeliever. They have also reached consensus that whoever claims that it is permissible for any person to deviate from the Shari'ah of Muhammad (peace and blessings be upon him) or to rule by other than it is a misguided disbeliever. By the Quranic evidence we have mentioned and the consensus of the people of knowledge, the questioner and others will know that those who call for socialism or communism or other destructive ideologies that contradict the ruling of Islam are misguided disbelievers, more disbelieving than the Jews and the Christians, because they are atheists who do not believe in Allah or the Last Day.
It is not permissible for any of them to be made a preacher or an imam in any of the mosques of the Muslims, and the prayer behind them is not valid. And whoever assists them in their misguidance, approves of what they call for, and disparages and slanders the callers to Islam, is a misguided disbeliever, and his ruling is the ruling of the atheistic sect that he followed and supported in their pursuit. The scholars of Islam have reached consensus that whoever openly supports the disbelievers against the Muslims and assists them in any way is a disbeliever like them. As Allah, the Exalted, said:
O you who have believed, do not take the Jews and the Christians as allies. They are [in fact] allies of one another. And whoever is an ally to them among you - then indeed, he is [one] of them. Indeed, Allah guides not the wrongdoing people.يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تَتَّخِذُوا الْيَهُودَ وَالنَّصَارَى أَوْلِيَاءَ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ وَمَنْ يَتَوَلَّهُمْ مِنْكُمْ فَإِنَّهُ مِنْهُمْ إِنَّ اللَّهَ لَا يَهْدِي الْقَوْمَ الظَّالِمِينَ
[Al-Ma'idah: 51], and He, the Exalted, said:
O you who have believed, do not take your fathers or your brothers as allies if they have preferred disbelief over belief. And whoever does so among you - then it is those who are the wrongdoers.يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تَتَّخِذُوا آبَاءَكُمْ وَإِخْوَانَكُمْ أَوْلِيَاءَ إِنِ اسْتَحَبُّوا الْكُفْرَ عَلَى الْإِيمَانِ وَمَنْ يَتَوَلَّهُمْ مِنْكُمْ فَأُولَئِكَ هُمُ الظَّالِمُونَ
[Al-Tawbah: 23].
I hope that what we have mentioned is sufficient and convincing for the seeker of the truth. And Allah says the truth, and He guides to the path. We ask Him, the Exalted, to rectify the conditions of the Muslims, to unite their word upon the truth, to suppress the enemies of Islam, to disperse their gathering, to scatter their assembly, and to protect the Muslims from their evil. Indeed, He is capable of all things. And may Allah send peace and blessings upon His servant and Messenger, our Prophet Muhammad, and his family and his companions.
