The second opinion: That it applies to the People of the Book and those in their legal status, such as the Zoroastrians, if they pay the jizyah (tax on protected non-Muslims); for they are not compelled to enter Islam. This is based on the saying of Allah (Glorified and Exalted is He) : [at-Tawbah: 29], and because the Prophet (peace and blessings be upon him) took the jizyah from the Zoroastrians of al-Hajar. By this, it is known that there is no proof in it for whoever claims that jihad in the path of Allah is not obligatory.
Also indicating this meaning is the hadith of Buraydah ibn al-Husayb, recorded in Sahih Muslim, in which the Prophet (peace and blessings be upon him), when he appointed a commander over an army or a detachment, would advise him to fear Allah and to treat the Muslims with him well.
