Because I saw that most of the pilgrims from abroad who come from other countries did not complete this obligation that Allah commanded in His Book?
Answer: It is a recommended practice (sunnah). The remembrance of Allah at al-Mash'ar al-Haram is a recommended practice (sunnah). So if a person leaves it, there is no blame on him; it is a recommended practice (sunnah). Because the Messenger of Allah (peace and blessings be upon him) permitted the weak to depart in the last part of the night, and they did not stand at al-Mash'ar al-Haram. Rather, they departed from Muzdalifah, and he did not say to them: "Stand at al-Mash'ar al-Haram." That indicates that if he remembers Allah in his dwelling in Muzdalifah, in his tent, on his way, that is sufficient. It is not obligatory that he stand at the hill of al-Mash'ar if he remembers Allah in Muzdalifah, in his bed, in his dwelling, on his way. All of that is good and sufficient. This is the recommended practice (sunnah). And if he climbs the hill and remembers Allah at the hill after the Fajr prayer, that is more complete, more complete, and better. After the Fajr prayer until it becomes light, as the Prophet (peace and blessings be upon him) did. For the Messenger of Allah (peace and blessings be upon him) stood at al-Mash'ar, and when it became very light, he departed to Mina. This is the best. But if some people depart in the last part of the night to Mina and do not stand at al-Mash'ar, there is no blame on them. Because the Messenger of Allah (peace and blessings be upon him) permitted the weak and those with them to depart in the last part of the night. Yes.
