Question:
He also says in his letter: Is it permissible to pray over a funeral in the cemetery, or is it not?

Answer:
There is no harm in praying over it in the cemetery, and one may pray over the grave. The Prophet (peace and blessings be upon him) prayed over a grave in the cemetery; when he missed praying over it in the mosque, he prayed over it in the cemetery (peace and blessings be upon him). Praying over a funeral in the cemetery is the same as praying over the grave, exactly the same. So if he missed praying over it in the prayer area and came to the cemetery while the body was still there, before it was buried, there is nothing wrong with him praying over it. He did not pray over it in the cemetery.
And if they wish, they may delay that until it is buried, then they may pray over his grave. All of this is spacious, praise be to Allah, and there is no harm in it. Yes.
