Question:
This questioner says: My question is about the ruling on combining prayers by advancing them in the rain, and what is the rule for that?

Answer:
If the rain makes things difficult for people, or if the roads are slippery and muddy, then one combines Maghrib and 'Isha' by advancing them, and likewise Zuhr and 'Asr, according to the correct view. If the roads are harmful to the worshippers due to the intensity of the rain, then one also combines them by advancing them, according to the correct view. This is because Allah (Exalted and Majestic is He) said:
and has not placed upon you in the religion any difficultyوَمَا جَعَلَ عَلَيْكُمْ فِي الدِّينِ مِنْ حَرَجٍ
[Al-Hajj:78]. It is also established regarding him (peace and blessings be upon him) that "he used to combine prayers while resident, without fear, rain, or travel." Then he left that practice (peace and blessings be upon him); so combining prayers is only for an excuse. The combining of the Companions (may Allah be pleased with them and grant them satisfaction) was for an excuse, which is rain and slipperiness, meaning: sliding. Yes.
