Answer:
The Prophet (peace and blessings be upon him) said:
The most excellent fast after Ramadan is God's month. al-Muharramأفضل الصيام بعد رمضان شهر الله المحرم

and it is Ashura. The meaning is that one fasts the whole of it, from its beginning to its end, from its first day to its last. This is the meaning of the hadith. However, the 9th and 10th, or the 10th and 11th, are specified for those who do not fast the whole of it. The Prophet (peace and blessings be upon him) used to fast Ashura in the pre-Islamic age of ignorance, and the Quraysh also used to fast it. When he (peace and blessings be upon him) arrived in Madinah, he found the Jews fasting it. He asked them about it, and they said: It is the day on which Allah saved Musa and his people, and destroyed Pharaoh and his people. So Musa fasted it in gratitude to Allah, and we fast it. The Prophet (peace and blessings be upon him) said:
We have more right, and we have a closer connection with Moses than you have; so Allah's Messenger (ﷺ) observed fast (on the day of 'Ashura), and gave orders that it should be observed.نحن أحق وأولى بـموسى منكم فصامه وأمر بصيامه
