Question:

Answer:
The safest course is to make the exchange equal; that is the safest. There is scholarly disagreement on this, and the safest course is equality. If one does otherwise, there is no blame on him, if Allah wills. But the safest is equality: ten for ten, one hundred for one hundred, thirty for thirty, in both paper currency and silver coins. This is because they are all called silver currency; this is paper and that is silver coins. So making them equal is safer. One paper riyal for one silver coin riyal, or ten silver coin riyals for ten paper riyals; all of this is safer and better for avoiding the disagreement in this matter. Yes.
