There is no doubt that it is incumbent upon a woman to wear covering, ample, long garments that do not reveal the size of her limbs or her 'awrah (part of the body that must be covered). Her clothing should be moderate, neither tight enough to reveal the size of the 'awrah, nor so loose that it reveals the 'awrah, but rather somewhere in between. This applies in all circumstances, whether she is with her mahram (a relative one may not marry) or with other women.
As for when she is in the presence of a non-mahram, it is obligatory for her to cover herself completely with something that does not reveal the size of the 'awrah and is not so tight that it outlines her limbs, as that would be a trial. It should be moderate, neither tight nor loose. If she wears an abaya or jilbab (the outer garment) over it, which is called al-jilal, that is more complete in terms of covering, along with covering the head and face so that the non-mahram, meaning the one who is not a mahram to her, does not see her.
