Question:
This is a female caller to the program (M. H.) residing in Saudi Arabia. She says: O Shaykh! I ask you to clarify this phrase from the words of Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him):
He (may Allah have mercy on him) said: “A statement may be disbelief, in which case one may declare its speaker a disbeliever and say, ‘Whoever says such-and-such is a disbeliever.’ However, a specific individual is not declared a disbeliever until the proof is established against him, the neglect of which results in disbelief. Is this, O Shaykh, a general rule for both creedal and practical statements and actions? Please advise us in light of this question?”

Answer:
Yes, this is correct. If one insults Allah or insults the Messenger (peace and blessings be upon him), or mocks the religion, he is a disbeliever. But if he is in a land where he is ignorant of this, knowing that this is not permissible and that this is disbelief—if he thinks he is ignorant of it, not among Muslims, but in the lands of the disbelievers, lands foreign to Islam, and he thinks the matter is hidden from him, then it is clarified to him. If he returns to this after it is clarified to him that this is forbidden and that this is not permissible, he is a disbeliever. If he insults Allah, or insults the Messenger (peace and blessings be upon him), or insults the religion, or insults Islam, it becomes major shirk.
Likewise, if he prostrates to other than Allah, prostrating to graves, and there are no Muslims there to guide him in the lands of the disbelievers, he knows until he understands that this is wrong and that it is not permissible, as Allah (Glorified and Exalted is He) said:
And never would We punish until We sent a messenger.وَمَا كُنَّا مُعَذِّبِينَ حَتَّى نَبْعَثَ رَسُولًا
[Surah al-Isra: 15]. Yes.
