Question:
What is the ruling on wearing the hijab abroad, such that the clothing is modest and the face is free of adornment? Because covering the face completely causes others to look at the covered woman with suspicion and doubt, and they may perhaps follow her in groups. We ask for clarification on this issue. May Allah reward you with good. And is it permissible to wear the niqab (the face veil) such that only the eyes are visible?

Answer:
The hijab is obligatory in travel and residence, and among non-Muslims and others, from the disbelievers and others. It is not permissible for a woman to uncover the hijab before the disbelievers in the lands of the disbelievers. Rather, she must cover her body and her face just as she covers them before the Muslims. And she has no right to make an excuse based on their disapproval of it. These polytheists and these disbelieving women, if they come to the lands of the Muslims, they remain in their state and their attire, and they are disbelievers. So the believing woman is more entitled, and more entitled, to adhere to her Islamic attire, even if one who mocks mocks her, and even if one who disapproves disapproves of it from among the disbelievers.
There is no harm in wearing the burqa to show one eye, or only two eyes, while covering the entire face as mentioned before. But the complete hijab is better than that; because some people may be tempted by the eye. So if she covers her face with the khimar, that is more complete. And if she shows the eye or the two eyes, there is no blame on her. And if she places over that a khimar or something else that does not prevent vision, there is no harm, and it is more complete. Yes.
