Question:
The questioner, Hamdi al-Masri, who resides in Riyadh, says: Your Eminence, why is it prescribed to recite aloud in the Maghrib, 'Isha', and Fajr prayers, but not in the other obligatory prayers? What is the evidence for this?

Answer:
Allah knows best, but it is most likely—Allah knows best—that in these times, listening is facilitated, and understanding is present in Maghrib, 'Isha', and Fajr; so the ma'mum (those praying behind the imam) benefit from the recitation. This is unlike the Zuhr and 'Asr prayers, which are times occupied with the needs of this world, and they may not have the same capacity for listening, attention, and understanding that they have in Maghrib, 'Isha', and Fajr. So among the wisdom of Allah is that He made the recitation silent so that this one may reflect and that one may reflect; the imam recites and reflects, and the ma'mum likewise. This is unlike Maghrib and 'Isha', for the coming of the night and the beginning of the day is a time of rest and a time of tranquility.
The most likely explanation—may Allah know best—is that it is easier for them to listen, pay attention, and benefit in this way than in the two daytime prayers, Zuhr and 'Asr.
