What is the ruling on declaring the Shi'ah disbelievers?

Machine translationRead the Arabic original
Question:
Is it permissible to declare the Shi'ah disbelievers?

Answer:
The Shi'ah are divided into sections and types; some of them have mentioned twenty-two types—meaning: sects. But the Batiniyyah among them, such as the Ja'fariyyah and the Imamiyyah, the followers of Khomeini, the Twelvers, there is no doubt about their disbelief; because they are Rafidah, especially their leaders and imams who call to associating partners with Allah and worshipping the Ahl al-Bayt, and they exaggerate in 'Ali, worshipping him besides Allah, and in al-Hasan and al-Husayn, and they believe that they know the unseen, and that they are infallible, and they claim that 'Ali is the deity. So it is the Nusayriyyah, and so it is the Isma'iliyyah. These are among the most disbelieving of people, their leaders, imams, and the great ones among them.
As for their common people, they are ignorant and misguided, but their great imams and scholars know these matters and hold these beliefs—we seek refuge in Allah—and they are among the most misguided of people and the farthest from guidance—we ask Allah for safety.
And among them are ignorant Shi'ah who do not exaggerate in the Ahl al-Bayt, do not worship them besides Allah, and do not believe that they know the unseen, but they prefer 'Ali and say: "Ali is better than al-Siddiq, and better than 'Umar." This is an error, ignorance, and disobedience, but they do not become disbelievers; they become open sinners and innovators, and they do not become disbelievers unless they exaggerate in the Ahl al-Bayt and worship them besides Allah, and say about 'Ali and the Ahl al-Bayt that they know the unseen, or that it is permissible to worship them besides Allah, or say that they are better than the prophets, and that they are above Muhammad (peace and blessings be upon him) and the prophets, as Khomeini says in his book "The Islamic Government," saying: "Our imams have reached a station that no angel brought near and no messenger sent has reached"—we ask Allah for safety.
And the rulers of Iran today are among the most misguided and most disbelieving of people, even if they pretend to be Muslim—we seek refuge in Allah—because they are callers to associating partners with Allah, callers to worshipping other than Allah, callers to Rafidism, callers to insulting the Companions and cursing the Companions, and to exaggerating in 'Ali and the Ahl al-Bayt, that they are infallible and know the unseen, and that they are worshipped and called upon besides Allah: they are called for aid, and vows are made to them, among other things—we ask Allah for safety.
