The ruling on one who fears displaying his prayer in a land of disbelief

Question:
Some Muslims in a land of disbelief sent us a message. They are in a boarding school and are unable to pray at the prescribed times for fear that they will be seen and expelled from the school. We ask you, Your Eminence, to kindly answer this question and tell us what they should do so that we may respond to them.

Answer:
If Muslims are in the lands of the disbelievers and fear that if they display their prayer they will be punished, it is permissible for them to pray in their homes or in the school, and there is no blame on them for that:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[al-Taghabun:16].
However, if they are safe, it is obligatory for them to display the prayer. If they are not safe, they should pray in their homes and in their schools until Allah facilitates for them migration and relocation to the lands of the Muslims. Whenever they are able to migrate to a country where they can display their religion, it becomes obligatory for them to migrate. As long as they are unable to do so, they should fear Allah. If they are unable to pray openly, they should pray in their homes and in their schools.
