Question:
His fourth and final question says: The enemies have seized some of our land. Is it better for the believers who are residents there to remain, or to emigrate?

Answer:
The remaining of Muslims in their lands, even if some disbelievers have seized them, is better if they are able to manifest their religion, call to Allah, enjoin what is right, and forbid what is wrong, even if only with their tongues, and manifest the religion. This is better so that the religion is not lost in their lands, and so that the matter is not confused for the weak Muslims who remain.
If a Muslim is unable to manifest his religion, and in fact fears for his own safety, then he is required to migrate, provided he has the ability to do so; for Allah (Exalted and Majestic is He) made migration obligatory for Muslims when they have the capacity.Allah (Exalted and Majestic is He) made migration obligatory for Muslims when they have the capacity. The Muslims migrated from Makkah to Abyssinia, and then they migrated to al-Madinah when the disbelievers harmed them in Makkah.
If a person is in a land where the disbelievers harm him and prevent him from manifesting his religion, or he fears for his safety from fitnah (trial, discord or temptation) and disbelief, then he must emigrate to a land where his religion is upright and he is safe in it regarding his religion, if he is able; because Allah (Exalted and Majestic is He) said:
Except for the oppressed among men, women and childrenإِلَّا الْمُسْتَضْعَفِينَ مِنَ الرِّجَالِ وَالنِّسَاءِ وَالْوِلْدَانِ
[Al-Nisa: 98] The weak are excepted. If he is able, it is obligatory for him to emigrate to a land of Islam, or a land of safety and well-being.
But if his remaining in his land is better for the Muslims and more beneficial for the Muslims, and he is able to stay for the sake of calling to Allah, guiding to good, enjoining what is right and forbidding what is wrong, and protecting the remaining Muslims, then this is preferable. His staying is preferable, and it may become obligatory for him to stay because of the benefit to the Muslims in his remaining, protecting them from the schemes of the enemies, calling them to good, and making them aware of their religion.
