Question:
Many of our mosques performed qunut last month, so what is the correct ruling regarding qunut? Is it specific to Fajr or to all times?

Answer:
The Prophet (peace and blessings be upon him) used to perform qunut in all times. It is established in the authentic collections that he performed it in Fajr, Zuhr, Maghrib, and 'Isha, as narrated by Anas and al-Bara' ibn 'Azib. It was also reported from Ibn 'Abbas (may Allah be pleased with them both) that he performed it in all five prayers. This is qunut against enemies, which is supplicating against enemies, and it is called qunut al-nawazil. However, the best time for it is Fajr, because the Prophet's (peace and blessings be upon him) practice was mostly in Fajr. If one supplicates in Maghrib, 'Isha, Zuhr, or 'Asr, there is no harm, but only to the extent of the need; one should not continue indefinitely, but only for the duration of the need, such as days or a month, and then stop. If the matter returns, or the event recurs, or the enemy's activity continues, then qunut al-nawazil is performed again. This is prescribed, as the Prophet (peace and blessings be upon him) and the Companions (may Allah be pleased with them) did it, and it is called qunut al-nawazil.
As for qunut al-witr: this is in witr at night, when he prays the last rak'ah, he performs qunut in it after the bowing:
O Allah, guide us among those You have guided...اللهم اهدنا فيمَن هديتَ ..

And as for what some people do of performing qunut in Fajr permanently, the correct view is the opposite of that. The correct view is that it is not prescribed, even if a group did it, and some of the imams chose it: like Malik and al-Shafi'i (may Allah have mercy on them both) and a group, and some of the Companions did it, but the best is to leave it off; because it is established from the hadith of Sa'd ibn Tariq al-Ash'aji that he said: I said to my father: O my father, you prayed behind the Messenger of Allah (peace and blessings be upon him) and behind Abu Bakr, 'Umar, 'Uthman, and 'Ali, did they perform qunut in Fajr? He said: O my son, it is a newly invented matter. This indicates that the majority of them did not do it, and that they only do it in nawazil.
So the first and best for the believers is that they do not perform this qunut in Fajr, but rather it is in witr, except in nawazil: like supplicating for the Afghan mujahideen, and the mujahideen in the path of Allah in every place at some times.
