Answer:
Qunut is well known. It includes the qunut of witr, the qunut for calamities, and the qunut in the five daily prayers. The recommended practice (sunnah) is not to perform qunut except in witr. This is the sunnah. It is the final unit of witr, whether at night or during the day. There is no qunut if one prays an even number of units. If one misses the night prayer, he prays an even number during the day. If his custom at night is three units, he prays four units during the day with two closings of the prayer. If his custom at night is five units, and he misses it due to sleep or illness, he prays six units during the day with three closings of the prayer, and so on. This is not qunut. Qunut is at night in the final unit. The Prophet (peace and blessings be upon him) taught al-Hasan ibn 'Ali this.
Some scholars held the view that one should perform qunut in the Fajr prayer permanently. This is a weak opinion. The correct view is that one does not perform qunut in all times except in the case of calamities. If a calamity befalls the Muslims, such as the invasion of Kuwait by the Iraqi government, this is a calamity in which Muslims perform qunut in the Fajr prayer and others. They supplicate to Allah against the oppressors, and they supplicate to Allah for the oppressed with victory and support, and that He return them to their land. They supplicate to Allah against those who transgressed against the Muslims and harmed them. This is called qunut for calamities. The Prophet (peace and blessings be upon him) did this. He did it in the Fajr prayer and others. If the imam performs qunut in the Fajr, or in the Maghrib, or in the 'Isha', or in the Zuhr, or in the 'Asr, or in all of them, supplicating against the oppressor and those who oppressed the Muslims and transgressed against them, there is no harm in it. In fact, it is prescribed (mashru'). Yes.
