Question:
As we know, in our present time, there is a specialized department tasked by the one in authority to carry out this duty—meaning: the obligation of enjoining good and forbidding evil. Does this obligation thereby fall off the rest of the people? May Allah reward you with good.

Answer:
It has been established in the research that enjoining good and forbidding evil is a collective obligation. If those who are sufficient to perform it do so, the obligation falls off the rest, and it becomes a recommended practice for them. However, if those to whom it is assigned do not perform it, all of them are sinful; because it is obligatory upon them, a collective obligation directed at all of them, and an obligation upon all of them.
So if you are in a village where no one other than you forbids the evil, then it is obligatory for you to forbid it; because you have the knowledge, or in a tribe. And if there are others with you, then if any of you forbids it, the obligation is fulfilled. And if you all leave it, you are all sinful. And each one of you must hasten to perform the obligation. So if any of you performs it, it falls off his brothers who are with him, if the one who is being forbidden the evil complies and the intended result is achieved.
