Does one who does not care about the affairs of the Muslims commit a sin?

It was narrated from the Prophet (peace and blessings be upon him) that he said: , and although there is weakness in its chain, its meaning is correct in terms of generality; because Allah has made it obligatory for the Muslims among themselves to cooperate in righteousness and piety, and the one who does not care does not cooperate with them. He has also made it obligatory for them to advise one another to truth, and this one does not cooperate with them and does not advise them. He has made it obligatory for him to enjoin good, forbid evil, and call to Allah, and this one is neglectful and turning away, so he bears a burden of sin for that. But it is obligatory for him according to his capacity: [al-Taghabun:16] with his family, with his neighbors, and with others whom he is able to reach according to his capacity and his knowledge. Neglect and turning away are not permissible; seeing evil and remaining silent, and seeing his children and family upon falsehood and remaining silent. No, this is not permissible. This is heedlessness and turning away, and it is not called lack of care, but rather turning away and heedlessness, and approval of the evil, and hardness of the heart.
