The question: Also, our brother asks and says: I heard the meaning of a hadith from the Messenger of Allah (peace and blessings be upon him) saying:
Whoever does not care about the affairs of the Muslims is not one of themمن لم يهتم بأمور المسلمين فليس منهم
Is this hadith authentic? Please explain its meaning to us. May Allah reward you with good?
The answer: The hadith narrated from the Prophet (peace and blessings be upon him) is a weak hadith, not authentic. Its meaning is that the one who does not care about the affairs of the Muslims—by looking at advising them, defending them if danger befalls them, helping the oppressed, restraining the oppressor, assisting them against their enemy, consoling their poor, and other such matters of their concern—his meaning is that he is not one of them. And this, if it were authentic, would be from the category of warning, and its meaning is not that he becomes a disbeliever, no, but rather it is from the category of warning, caution, and urging mutual mercy among the Muslims and cooperation between them. And sufficient for this hadith is his saying (peace and blessings be upon him):
A believer to another believer is like a building whose different parts enforce each other." The Prophet (ﷺ) then clasped his hands with the fingers interlacedالمؤمن للمؤمن كالبنيان يشد بعضه بعضًا، وشبك بين أصابعه

, and his saying (peace and blessings be upon him):
None of you will have faith till he wishes for his (Muslim) brother what he likes for himself.لا يؤمن أحدكم حتى يحب لأخيه ما يحب لنفسه

. So its meaning is that his faith is not completed and his obligatory faith is not perfected except with this. And likewise his saying (peace and blessings be upon him):
The similitude of believers in regard to mutual love, affection, fellow-feeling is that of one body; when any limb of it aches, the whole body aches, because of sleeplessness and fever.مثل المؤمنين في توادهم وتراحمهم وتعاطفهم كمثل الجسد إذا اشتكى منه عضو تداعى له سائر الجسد بالسهر والحمى

, so he made the Muslims one thing, one body, and one building, so it is obligatory upon them to have mercy on one another, to show compassion to one another, to advise one another, to enjoin truth upon one another, and to show affection for one another. And all of this is sufficient for the weak hadith mentioned by the questioner, which is the hadith:
Whoever does not care about the affairs of the Muslims is not one of themمن لم يهتم بأمر المسلمين فليس منهم
, and its completion is:
And whoever does not spend the morning and evening advising Allah, His Messenger, His Book, his Imam, and the general Muslims is not one of themومن لم يمس ويصبح ناصحًا لله ولرسوله ولكتابه ولإمامه ولعامة المسلمين فليس منهم
. But this latter one is established with another meaning, which is his saying (peace and blessings be upon him):
The religion is sincere adviceالدين النصيحة
. It was said: For whom, O Messenger of Allah? He said:
To Allah, to His Book, To His Messenger, and to the leaders of the Muslims and their masses.لله ولكتابه ولرسوله ولأئمة المسلمين وعامتهم

The religion is sincere adviceالدين النصيحة
. It was said: For whom, O Messenger of Allah? He said:

Whoever does not care about the affairs of the Muslims is not one of themمن لم يهتم بأمر المسلمين فليس منهم
, it is weak according to the scholars.
And in this meaning, al-Bukhari and Muslim narrated in the two Sahihs from Jarir ibn Abdullah al-Bajali (may Allah be pleased with him) saying:
I gave the pledge of allegiance to the Prophet (ﷺ) for offering prayer perfectly, giving Zakat, and giving good advice to every Muslim.بايعت النبي ﷺ على إقام الصلاة وإيتاء الزكاة والنصح لكل مسلم

So advising the Muslims is among the most important obligations, among the most important duties, and among the most important noble characteristics between them. And this is included in the saying of Allah the Exalted:
And cooperate in righteousness and piety, but do not cooperate in sin and aggression.وَتَعَاوَنُوا عَلَى الْبِرِّ وَالتَّقْوَى وَلا تَعَاوَنُوا عَلَى الإِثْمِ وَالْعُدْوَانِ
[Al-Ma'idah: 2] and included in His saying the Exalted:
(1) By time, (2) Indeed, mankind is in loss, (3) Except for those who have believed and done righteous deeds and advised each other to truth and advised each other to patience.وَالْعَصْرِ ۝ إِنَّ الإِنسَانَ لَفِي خُسْرٍ ۝ إِلَّا الَّذِينَ آمَنُوا وَعَمِلُوا الصَّالِحَاتِ وَتَوَاصَوْا بِالْحَقِّ وَتَوَاصَوْا بِالصَّبْرِ
[Al-Asr: 1-3]. So mutual advice, enjoining good, and cooperating in righteousness and piety are all included in enjoining truth. And Allah is the Helper. Yes.
