What is better in Ramadan: reading the Qur'an, reviewing it, or memorizing it?

Answer:
A student of knowledge should combine both: he should read the Qur'an, increase his recitation, and allocate some time for memorization and a portion of time for reviewing what is difficult for him with reflection, reviewing the exegeses, so that he combines the benefits. Reviewing the exegesis or memorizing what is easy for him should not occupy him from recitation, and recitation and reviewing what may be difficult for him should not occupy him from it; because this is an opportunity. This noble month is an opportunity—may Allah grant us and you the fasting and standing in prayer in it with faith and seeking reward—an opportunity to read the Qur'an. For this reason, the Salaf would focus on reading and leave the lessons and circles of knowledge.
But among the benefits of reading, and the interests of reading, and what helps with it, is that you review what may be difficult for you when reading a verse from the books of exegesis, so that you combine recitation, understanding, and knowledge. And if you allocate a portion of your time to memorizing what is easy of that, this is a required and good matter; because times are to be seized, and this is a great time, in which there is energy and leisure for both recitation and memorization.
