Question:
This questioner says—and it appears he is one of the brothers who came from outside Riyadh: We live in this camp, staying for about a week. And we, O honorable Shaykh, do not shorten the prayer because we pray with the people of this area. So, are we considered travelers? What is the ruling—and I mean by that which is preferable—regarding shortening? And do we wipe over the leather socks and perform the regular voluntary prayers, or not?

Answer:
As long as you intend to stay for more than four days, you must complete the prayer, praying four rak'ahs, and you may wipe over the leather socks for one day and one night, and you perform the actions of residents. This is because the majority of the Imams hold that when a traveler intends to stay for more than four days, he completes the prayer. The default for residents is completion; this is the default. People are either traveling or residing, so whoever is among the residents completes the prayer. They argued for this based on the Prophet’s (peace and blessings be upon him) stay during the Farewell Pilgrimage, where he stayed for four days shortening the prayer, then departed to Mina and 'Arafah. They said: This is the certain duration in which one shortens, and anything beyond it is not certain, so one completes the prayer and also performs the regular voluntary prayers.
