Question:
Our brother also says: These people also, during the festivals, raise colored flags, meaning patched fabrics of various colors, and they write on them verses from the Qur'an and many names, including the Qutb, the Greatest Ghawth, the Mighty, the All-Knowing, Ahmad al-Rifai, Ahmad al-Badawi, and Abd al-Qadir al-Jilani. These people raise these flags on poles, they beat the hand drums, they walk in the streets, and they strike themselves with swords.
But the strange thing about this is that these flags move as they please, meaning they fly in the air. What is the ruling of Islam regarding this? And what is the extent of the harm in distorting the Islamic religion?

Answer:
All of this is reprehensible, just as mentioned before. They must be prevented. It is obligatory for the rulers to prevent them from doing this. This is a deception of Satan, with the devils assisting them in these ugly, reprehensible actions. What they do, such as beating the hand drums and naming these people they claim to be the Qutub and that they are great, and also what they do of piercing themselves with spears, knives, daggers, or anything else, is all reprehensible. It is not permissible for anyone to engage in these matters. Rather, it is obligatory for the rulers to prevent them from these things, to make them aware of the religion of Allah, and to compel them to adhere to the truth.
The Shaykh 'Abd al-Qadir al-Jilani, Ahmad al-Badawi, Ahmad al-Rifai, and others: it is not permissible to worship them besides Allah, nor to exaggerate in their regard, nor to call upon them besides Allah, nor to seek aid from them. They are of the same kind as others: created servants, creatures belonging to Allah . It is not permissible to worship them besides Allah, nor to seek aid from them, nor to slaughter for them, nor to make vows for them, nor to make banners for them on which their names are written to exalt them and worship them besides Allah, and to call people to exaggerate in their regard. All of this is the work of those weak in insight, weak in intellect, from among the Sufis whose actions have become a cry against them that they are like the insane. We ask Allah for safety.
