One rak'ah is sufficient. Performing Witr with one rak'ah is permissible, whether at the beginning of the night, in the middle, or at the end. It is one rak'ah. It is better to recite al-Fatihah and
Say, "He is Allah, [who is] One,قل هو الله أحد
[Al-Ikhlas 112:1]
in it. If one recites only al-Fatihah, or al-Fatihah with something other than
Say, "He is Allah, [who is] One,قل هو الله أحد
[Al-Ikhlas 112:1]
, there is no harm. However, it is better to recite
Say, "He is Allah, [who is] One,قل هو الله أحد
[Al-Ikhlas 112:1]
with it. If one increases beyond one, praying three, five, or more is better. Yes.
