Question:
A letter reached the program from North Yemen, Taiz, sent by a brother of ours from there. He says: Muhammad ibn Ahmad and his brother 'Abd al-'Aziz ibn Sharaf Nu'man. The two brothers ask this question: What is the ruling on a group that kills one person? Are they killed for it? Or is blood money taken from them, with evidence?

Answer:
The correct view is that a group is killed for one person, if they conspire to kill one person and cooperate in killing him. The correct view is that they are killed for it; because they are criminals and wrongdoers. And 'Umar (may Allah be pleased with him) did this, killing a group for one person .
This is the position of the majority of scholars, and it is not permissible for the people of Islam and the officials in Islamic states to do anything but this; because in that lies the prevention of crime, which a group might conspire to commit if they knew they would not be killed. Two or three might conspire to do what they wish.
It is obligatory to rule with retaliation against a group for the killing of one person, if the conditions are met and what necessitates it is established before the Shari'ah judge.
