If a woman sees of another woman what is above the navel, such as the breast, the chest, the neck, or the hair, there is nothing wrong with it. The same applies to the leg. However, it is more modest and better for her to cover herself completely, so that people do not become lax in this matter, which would embolden them to expose themselves in front of non-mahram (a relative one may not marry) men. Therefore, complete covering and modesty are better and more praiseworthy among women. But if a woman sees her sister in Allah's chest or breast while breastfeeding, or sees her hair, or sees her leg, there is no blame on her. However, it is more preferable and safer for her to wear complete, modest clothing so that she can be an example for others, and so that she is not exposed to the gaze of a driver, a servant, or a non-mahram (a relative one may not marry) who happens to be present.
