The ruling on praying the midday prayer at the second call for Friday prayer for those with valid excuses

Machine translationRead the Arabic original
Question:
A listener sent a message saying: It has reached me that some of the sick and women hasten to establish the midday prayer on Friday upon hearing the second call. Since most Friday preachers begin the Friday sermon after the second call, which is twenty or fifteen minutes before the time for the midday prayer enters, I hope you will guide the people, may Allah reward you with good.

Answer:
It is obligatory for women and the sick who pray in their homes or in hospitals not to hasten; rather, they must verify the entry of the time on Friday, as well as on the other days. They have the calendars issued by the Endowments Authority at their disposal, and they can benefit from them, especially on Friday. Some preachers may enter the mosque and begin the sermon before the time, and some may be lax, although it is incumbent upon preachers not to begin until after the sun has passed its zenith, and not to call the Friday prayer until after the sun has passed its zenith, as is the opinion of the majority of scholars.
Most scholars hold that the sermon must be after the sun has passed its zenith, and it is not valid before it. Preachers should be cautious regarding their religion and regarding their Muslim brothers; thus, entering and praying should be after the call to prayer—meaning after the sun has passed its zenith. One should come to the Friday prayer after the sun has passed its zenith. Clocks are available and accessible, praise be to Allah, so that the mu'adhdhin calls after the sun has passed its zenith, and the sermon and Friday prayer occur after the sun has passed its zenith. In this way, they will be cautious for the Muslims and avoid what leads them to fall into what contradicts the pure Shari'ah, especially the sick and women.
Women and the sick must be careful in matters and not pray until the time has entered. They must verify the entry of the time for the midday, afternoon, sunset, night, and dawn prayers on Friday and other days. This is what is obligatory for everyone.
