What is the ruling on giving zakat al-fitr to someone who sells it?

Machine translationRead the Arabic original
Question:
Is zakat al-fitr given to someone who sells the food they are given?

Answer:
There is no harm in it if he is poor.
Q: Some people go around to people, taking and selling, then returning to take and sell again. If this is known about them, are they given?
A: As long as he is known to be poor, he is given, and there is no harm, because even if he were given a hundred sa' (a dry measure of about 3 kg), it would not suffice him for a year, and a year requires a great deal.
Q: Is it prescribed for a meal, O Shaykh, as in the hadith "a meal"?
A: The hadith is weak. "Enrich them from the tawaf" is a weak hadith. He is given because of his poverty and need, but as for "enrich them from the tawaf on this day," this is a weak hadith.
Q: What is the meal for the poor person?
A: It is as he said: a meal for the poor: and he is a poor person who does not find sufficiency for a full year.
Q: Those who sit on the streets with food, as the brother mentioned that some people take from here and also sell from here, is it permissible to give to them?
A: As long as they claim poverty and need, yes.
Q: Are they given based on their outward appearance?
A: Yes; because he may sell and buy while being poor.
Q: I say, is it sufficient?
A: Yes, as long as he claims poverty.
