The original ruling regarding gifts is that they are accepted. The Prophet (peace and blessings be upon him) used to accept gifts and reward the giver for them. Al-Bukhari narrated this from the hadith of Aisha.
Unless it is the price for his debt: such as what is paid to a judge so that he will be unjust, betray, and be biased, or to an employee so that he will betray; then he should not accept it.
What is given to workers so that they will be biased and not fulfill the right; that is a bribe.
As for gifts in their original nature, they are an act of devotion and a means of mutual affection. However, it is recommended for the one to whom something is gifted to reward the giver and to reciprocate in return for his gift, if it is in the category of gifts. But if it is in the category of voluntary charity, it has another status.
