Question:
Q: What if one prays with his shoulders exposed?

Answer:
There is a point of consideration; he should repeat the prayer; because of his saying (peace and blessings be upon him):
None of you should pray in a single garment that has nothing on his shoulder from itلا يصلي أحدكم في ثوب واحد ليس على عاتقه منه شيء
And in the other wording:
of which no part comes over his shouldersليس على عاتقيه منه شيء
Sahih Muslim 516
It is agreed upon that it is authentic. He should cover his shoulders, or at least one of them, if he is able.
As for if he has nothing, then fear Allah as much as you are able.
