The listener Ali Hasan Bakri al-Rubayy asks about the ruling on the phrase: "Truthful is Allah, the Exalted" at the end of reciting the Noble Qur'an. Answer: This phrase has recently appeared among people and has become widespread among them. We do not know of any basis for it from the righteous predecessors, but it is now occurring among people, and it may have occurred among the scholars as well when a reciter reads to them. People are very lenient regarding it. What appears to me is that it has no basis, and that leaving it off is preferable. Saying that it is a religious innovation is a close opinion, not a far one; because the rule is that everything that has occurred as a means of drawing near to Allah, for which there is no basis, is called a religious innovation. This is based on the saying of the Prophet (peace and blessings be upon him):
He who did any act for which there is no sanction from our behalf, that is to be rejected.من عمل عملاً ليس عليه أمرنا فهو رد
Sahih Muslim 1718b
And he (peace and blessings be upon him) said:
'A'isha reported Allah's Messenger (ﷺ) as saying: He who innovates things in our affairs for which there is no valid (reason) (commits sin) and these are to be rejected.من أحدث في أمرنا هذا ما ليس منه فهو رد

So adhering to it after every recitation, to the extent that some of them recite it in prayer, this has no basis.
And what I see is that it is obligatory to leave that off. However, if one does it occasionally, or when there are causes, such as seeing something that indicates what the Messenger of Allah (peace and blessings be upon him) informed about regarding what will occur in the end times, then he says: "Truthful is Allah and His Messenger." The Prophet (peace and blessings be upon him) informed about such and such, and it has occurred. Yes.
As 'Ali (may Allah be pleased with him) did when he saw the marks on the Khawarij after he killed them. When he saw the marks, which are the sign the Prophet (peace and blessings be upon him) had informed them about, when he saw it he said: "Truthful is Allah and His Messenger," meaning this is the sign the Prophet (peace and blessings be upon him) mentioned.
So the conclusion is that if there are causes for it, but making it obligatory at every recitation, this has no basis. And what should be done is to leave that off. Yes.
