The Shaykh : Naturally, we do not obligate every individual Muslim to be a scholar, nor even to be a student of knowledge. No, but we advise that one should be at least one of three: be a scholar, a student, or a listener, and do not be the fourth, lest you perish, as mentioned in some athar from Mu'adh ibn Jabal and others.
As we all know, most of the Companions of the Prophet (peace and blessings be upon him) were not scholars; most of them were from the general public. However, they used to seek legal rulings, and they did not undertake any action until they asked the people of knowledge, implementing for themselves the like of what He Blessed and Exalted is He said:
So ask the people of the message if you do not know. فاسألوا أهل الذكر إن كنت لا تعلمون
[An-Nahl 16:43]
