What is the ruling on the Sudanese women’s garment that has patterns and colors?

The questioner : O our Shaykh, O our Shaykh, this Sudanese garment, the one with the patterns, women wear it like this. After they wear the regular outfit, they wear a second Sudanese garment. This garment is like a wrap that they wrap themselves in. Then it is patterned and decorated, and it has external colors, and it has degrees. A high degree, meaning it is very flashy. Sometimes one is a bit flashy and one is ordinary. And our women have not yet started to cover themselves, or rather, are they willing to give up the Sudanese garment in the form I described to you? They say, "Maybe we can wear the regular one, which is a single color with simple patterns, like a simple red flower, for example, on a green garment." So what is the ruling of the Shari'ah on this?
