Question:
And another says: What is your advice, Your Eminence, for the imams of mosques who see some of the residents not attending the prayer in congregation, and who do not advise them, nor report them? What is your advice?

Answer:
Related to the previous point, one who has the qualification should approach the authorities so that he is given a card, so that he is not subjected to harm. He is given a card stating that he is qualified for da'wah (calling to Islam), and he takes the card that facilitates this matter if he is a person of knowledge, whether to the General Presidency for Issuing Fatwas and Da'wah, or to the Ministry of Justice, because it is the authority for that, or to the General Presidency for Promoting Virtue and Forbidding Vice, so that he is given a card that facilitates this matter.
