And another says: I heard some of the heads of Arab states in a speech saying: Religion belongs to Allah, and the homeland belongs to everyone. Does he mean by this that the homeland is for the Christian and the Muslim alike?

Answer:
This contains ambiguity. This phrase contains ambiguity. (Religion belongs to Allah, obligatory upon everyone) and (the homeland belongs to everyone) is a word that contains truth and falsehood. If the meaning of "the homeland belongs to everyone" is: negating religion, and it is not governed by religion, then this is invalid.
And if its meaning is: that it is permissible for Christians and Jews to be with the Muslim in other than the Peninsula—the Arabian Peninsula—then this is truth. It is permissible for the disbeliever to be with the Muslim in Sham, in Iraq, in Egypt, other than the Peninsula. As for the Peninsula, only Muslims reside in it, and it is not permissible for disbelievers to reside in it. The Prophet (peace and blessings be upon him) ordered their expulsion from the Peninsula. But in other places, there is no harm in residing; the disbeliever with the Muslim in Sham, in Egypt, in Iraq, in Africa, in any place.
And if the Muslims have power, they take from him the jizyah (tax on protected non-Muslims). If the Islamic state has power, they take from him the jizyah, if he is a Jew, or a Christian, or a Zoroastrian. And if it is incapable, he resides with them under safety and truce, as the Jews were with the Prophet (peace and blessings be upon him) in Madinah under truce in the beginning, before the jizyah was made obligatory.
