Answer:
There is no contradiction between the two hadiths. The person is commanded to forbid what is wrong and to enjoin what is right according to his capacity, as the Prophet (peace and blessings be upon him) said:
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.من رأى منكم منكرًا؛ فليغيره بيده، فإن لم يستطع؛ فبلسانه، فإن لم يستطع؛ فبقلبه، وذلك أضعف الإيمان
Sahih Muslim 49a

As for the hadith of Abu Thalhah al-Khushani: it indicates that when he is unable, it is dropped from him. When he is unable to change it by hand, and not by tongue, it is dropped from him, and he becomes responsible for his own self, for the struggle against his own self, for its uprightness on the path, and for its protection from what Allah has forbidden.
And for this reason, in the hadith of Abu Thalhah, when it mentioned that a time will come upon the people, a time will come upon the people in which the patient in it upon his religion is like one holding a coal, and the worker in it has the reward of fifty, it was said: From us or from them, O Messenger of Allah? He said:
Rather, from you.بل منكم
— meaning from the Companions. The worker in times of fitnah, and the strangeness of Islam, and times of much evil and little good, the worker in forbidding what is wrong, and in increasing the good, and in decreasing the evil, the worker in that with his effort, and his patience, and his seeking, and his tongue, has the reward of fifty of the Companions in this great work.
And he said in the hadith
if you see overwhelming stinginess, desires being followed, this world being preferred (to the Hereafter), every person with an opinion feeling proud of it, and you realize that you have no power to deal with itإذا رأيت شحًا مطاعًا، وهوى متبعًا، ودنيا مؤثرة، وإعجاب كل ذي رأي برأيه، وأمرًا لا يدان لك به
Sunan Ibn Majah 4014Hasan (Darussalam)
, meaning you have no capacity for it, five things: When you see a greed that is obeyed, meaning a person who obeyed his greed, and his stinginess, and a desire that is followed, you see the people following their desires, they do not care about the truth. When you see a greed that is obeyed, and a desire that is followed, and a worldly life that is preferred, you see the people preferring their worldly life over their religion, and the self-satisfaction of every person with his own opinion, meaning the self-satisfaction of every person with his own opinion, he sees that he is correct, and others are wrong, he does not look at the evidence, and the Sunnah, and the Qur'an, no, he judges by his opinion, and a matter — meaning a thing — that you have no capacity for it, you have no capacity for it, you see a matter you cannot forbid, so attend to your own self. When such things are found; then he should attend to his own self; to purify it from this affliction, and to protect it from the sins of Allah, and His prohibitions, and as long as he is able to forbid, let him forbid. This is the reconciliation between the two hadiths.
