Thus, evils have multiplied.
There is no doubt that the duty of the committees is a great one, and that they are responsible for their negligence in removing evils. It is incumbent upon the rulers to hold them accountable and to assist them so that they may fulfill their duty. They are certainly making some effort, but their duty is greater. It is obligatory for them to urge, assist, and support the rulers and the prominent Muslims by visiting those responsible for enjoining good and forbidding evil, encouraging them, and pointing out the evils that may occur in some neighborhoods or districts that require cooperation.
The heads of the centers do not have knowledge of the unseen, nor do they have sufficient power to remove these evils. However, they need cooperation from the residents and inhabitants of the neighborhoods. They should visit the center, help in eliminating evils, and explain to them what may occur in their area that might be hidden from them. Likewise, the head of the committee responsible in each country should be visited and assisted in forbidding evil and eliminating corruption. They should be encouraged and informed of what may be hidden from them. All of this is part of cooperating in righteousness and piety, and advising one another to truth and patience therein.
