This has reached us, and we informed the Prince that this should be prevented in Riyadh. We have been informed of this for months. We stated that it should be prevented from being sold in bottles where they claim the Qur'an has been recited in them, where some people recite in them to treat patients with it. We said: This must be prevented because it is a means for anyone to do it. As for a person reciting over a patient, or reciting in water, there is no harm if it is done by someone in whom good is expected, reciting in water.
The Prophet (peace and blessings be upon him) recited in water for Qays ibn Thabit ibn Shamas and poured it over him, so there is no harm in reciting in water, or in food, seeking healing from Allah (Glorified and Exalted is He), and this is among the means, just as recitation is done over the patient himself, and it is said that ruqyah (healing by Qur'anic recitation) is not harmful. But this [selling the water] is prevented because it is a means to laxity in matters, and for anyone to do it.
Question: O Shaykh, may Allah forgive you, regarding this type of 'azimah (the default ruling), they write it with saffron, then sell it?
