The Spread of Recitation Over the One Being Recited To

The questioner : The first question: It saysThe questioner : It is well known that reciting over a person who is possessed is permissible, but it has become common among us for some young men to sit and engage in this matter, even though they recite over everyone who comes to them claiming to be ill, without verifying the matter. This has continued among the young men until waswas (whispers of doubt) spread among many people. Some young men have even sworn to hold specific gatherings in designated places for ruqyah (healing by Qur'anic recitation) for those who come to them. They blow into water and oil and sell it for more than they bought it for. People rush to it, some due to waswas, some seeking blessing, and some who are truly ill. They recite over everyone who claims to be ill. So what is your opinion, Shaykh?
The Shaykh : This question was asked recently, and we also conveyed the answer. We said that what we know in this matter is nothing but reciting some of the Qur'an over the one being recited to. As for anything other than that, we know no basis for it in the Sunnah. As for selling oil, blowing into it, and seeking blessing from it, this is also something for which we know no basis. We cannot approve of a matter; first, because we have not found a basis for it in the Book and the Sunnah, and second, because we have not known this from the practice of our righteous predecessors. As for whether there are people who do this or not, as I said recently, the responsibility lies with the one reporting it. We know nothing of this at all. As for the issue of recitation over the one being recited to, it is a well-known matter throughout the Islamic eras, recitation only. And upon you be peace, and Allah's mercy and blessings. As for anything other than that, we have no knowledge of it, and we do not approve of it for the reasons previously stated.
