Question:
There is no doubt that understanding the case and the issue about which the questioner is asking is necessary, for the ruling on a matter is a consequence of understanding it. What is your opinion, Your Eminence, regarding one who issues a fatwa on a matter about which he does not have a sufficient understanding?

Answer:
This is not permissible; this is not permissible. It is obligatory for the mufti to understand the question and know what follows from the question. Then, after being reassured that he has understood the question, there is no harm in him asking the questioner to repeat it, saying to the questioner: "Repeat it," until he is certain of what the questioner intended and understands the questioner's meaning. He should not rush to issue the fatwa until he is reassured that he has understood the question, and then he issues the fatwa after that.
As for rushing into issuing a fatwa without looking into it or reflecting on it, this is an error that is not permissible. Rather, the mufti should reflect and contemplate until he is reassured that he has understood the question.
