Is it conceivable for the author to say: "A place, but not a tongue"?

Machine translationRead the Arabic original
The questioner : Shaykh, may Allah reward you, this is conceivable: a place without the tongue. It is affected by the speech of the one intended.

The Shaykh : Yes

The questioner : A place, but not a tongue. Is this conceivable, O Shaykh?

The Shaykh : Yes.

The questioner : How? Where? Where is the place, but not the tongue?

The Shaykh : All right, what do you say if, for example, a person is in the Arabian Peninsula but does not know Arabic?

The questioner : Is this conceivable?

The Shaykh : It is conceivable. Yes, it can be conceived.

The questioner : There are people in the Arabian Peninsula who do not speak Arabic well, and they are among its inhabitants.

The Shaykh : Yes, indeed. This is evident, may Allah reward you. Among the servants now, we have servants who do not know the Arabic tongue. The children speak fluently in the tongues of these servants because they raised them that way. Therefore, sometimes we need translation, and we make the boy the translator between us and them because they raised him that way.

The questioner : But is the intention these boys, or the servants? The servants are not Arabs at all.

The Shaykh : No, they are not Arabs, but it is possible for an Arab to be a place, but not a tongue. And it may be said that the Shaykh (may Allah have mercy on him) intended the exclusive division, meaning restriction.

The questioner : Even if it did not occur.

The Shaykh : Even if it did not occur. Yes.
