Question:
You mentioned last week that one who rules by other than what Allah has revealed, while believing that Allah's ruling is the best of rulings and that it is not permissible to rule by anything else, is not considered to have committed an act that takes him out of the religion. But is this claim accepted regarding all of his rulings, or most of them, when he establishes complete courts based on ruling by human laws that permit what Allah has forbidden and forbid what He has permitted?

Answer:
This is a matter between him and Allah; this is the ruling in what is between him and Allah. So if one rules by other than what Allah has revealed, while knowing that Allah's ruling is obligatory to follow and is the truth, but he rules for one of the objectives, such as a bribe or something else, he has committed a great evil and committed disbelief, but it is a disbelief less than disbelief, an injustice less than injustice, and open sinfulness less than open sinfulness.
And whoever deems permissible ruling by other than what Allah has revealed, even if he claims that Allah's ruling is the best, is an apostate from Islam, we seek refuge in Allah, and his disbelief is major shirk. We ask Allah for well-being and safety.
