Question:
If a person is in a group—meaning with people—and he makes a remark about one of them, where "makes a remark" means he says something that is not true, intending to make the group laugh, and the person concerned is not pleased with it, what is the ruling on that?

Answer:
He has no right to say anything that would harm some of those present, or that would be a lie, or that would anger Allah , even if he intended to make people laugh.
The Prophet (peace and blessings be upon him) said:
Woe to him who lies in his talk to make the people laugh, Woe to him! Woe to him!ويل للذي يحدث فيكذب ليضحك القوم، ويل له، ثم ويل له
Bulugh al-Maram 16:80
It is not permissible for a person to speak falsehood to make people laugh. He must guard his tongue and not make any remark that makes people laugh, which is not permissible in itself, whether it is a lie, or an insult to someone, or mockery of someone. All of this is reprehensible.
