Question:
Our sister asks and says: Is it permissible to lie for the sake of reconciliation between people other than a husband and wife? For example, when I engage in calling people to the path of Allah and enjoining good and forbidding evil, is it permissible for me to invent a story from my imagination, meaning a non-true story, either to instill fear or to encourage? And what are the places where lying is permissible?

Answer:
It is established from the Prophet (peace and blessings be upon him) that he said:
Someone who makes peace between people by saying something good or relates something good is not a liar.ليس الكذاب الذي يصلح بين الناس فيقول خيرًا وينمي خيرًا

And Umm Kulthum, the daughter of 'Uqbah ibn Abi Mu'ayt (may Allah be pleased with her), said: "I did not hear the Prophet (peace and blessings be upon him) permit anything of lying except in three cases: reconciliation between people, war, and a man speaking to his wife and a woman speaking to her husband."
So in war, there is no objection to lying that benefits the Muslims, provided there is no deception and no treachery toward the disbelievers, but rather there is benefit for the Muslims. For example, one of them might say to the army: "We are leaving tomorrow, if Allah wills, to such and such," or he might say: "We are heading toward such and such a direction," in order to obscure the news from the enemy so that they may be caught off guard, if they had been informed, warned, and called to repent before that but did not respond and were stubborn. And so it is with reconciliation between people, between two villages, or two groups, or two tribes, or two individuals. One reconciles between them with a lie that harms no one from among the people but benefits these parties. For example, he comes to one of the tribes and says: "Your brothers, meaning the other tribe, are calling for you, praising you, and desiring reconciliation with you." Then he goes to the other and says the same, even if he did not hear this from them, in order to bring them together, to reconcile between them, and to remove the hostility between them. And so it is between two groups, or two families, or two individuals. He lies in a way that harms no one from among the people, but benefits these parties and causes the removal of hostility. This is reconciliation between people.
As for a man with his wife, the matter is broad. If the lie harms no one other than them, and it is only between them, there is no harm in it. She might say: "I will do such and such, and I will never disobey you, and I will buy this thing, and I will do this thing in the house." And he says the same regarding what concerns them to please her: "I will buy you such and such, I will do such and such." He approaches her with things that please her and benefit her and bring them together. And she does the same in matters that concern them specifically. There is no lying to anyone from among the people in that. Yes.
