The Shaykh : First: A truly knowledgeable and juristic Muslim cannot deny the legitimacy of emigration; because, first, there is an authentic hadith from the Messenger of Allah (peace and blessings be upon him) who said:
Emigration and jihad continue until the Day of Resurrection الهجرة والجهاد ماضيان إلى يوم القيامة
, so they are two companions that do not separate. Second: Emigration is among the beliefs transmitted from generation to generation, from the Salaf to the Khalaf. But this emigration is established not only in the hadith that pairs emigration with jihad, but emigration is established in the Book of Allah (Blessed and Exalted is He) in the verse concerning the oppressed, in which Allah (Mighty and Majestic) addresses them when they say, either in words or in reality:
We were oppressed in the land كُنَّا مُسْتَضْعَفِينَ فِي الْأَرْضِ
[An-Nisa 4:97]
, so our Lord (Blessed and Exalted is He) answers them by saying:
Was not the earth of Allah spacious [enough] for you to emigrate therein? قَالُوا أَلَمْ تَكُنْ أَرْضُ اللَّهِ وَاسِعَةً فَتُهَاجِرُوا فِيهَا
[An-Nisa 4:97]
; so emigration is not something a Muslim who knows what comes out of his mouth can deny, as for the one who does not know what comes out of his mouth, we have no conversation with him. This emigration is divided into categories. First, the emigration mentioned in the verse and the hadith is a physical, earthly emigration that requires a person to leave to escape from oppression, to escape from fitnah in his religion, to escape from death by oppression, transgression, and aggression. This emigration relates to leaving the country in which he lives. Many people think that emigration is not prescribed, and I do not say at the outset that it is not obligatory, they think that emigration is not prescribed except in the case where the Muslim is exposed to leaving his religion. The matter is broader than that. If a Muslim lives in one country, an Islamic country, but he lives in an area infested with corruption, bad morals, and deviation from the Shari'ah, whether in whole or in part, let us give an example: he lives in some of our countries in Syria, in the Christian quarter, it is called the Christian quarter, and it is called the Jewish quarter, while in another area, all the quarters are Islamic. Islam commands this one who is afflicted for a short or long time to live in the Jewish or Christian quarter to emigrate from this land to the other land. Why? Because the corrupt environment, religiously or morally, is exactly like a corrupt environment with a plague, whether this plague is temporary or permanent. Just as it is obligatory for the Muslim to be cautious so as not to be affected by that medically corrupt environment, either he must be completely detached from it, or he must take the means of protection against it, as you know this better than we do, it varies from one situation to another. So it is exactly the same regarding the morally infested environment. I gave an example earlier of the Jewish and Christian quarters, and the country is a Muslim country and the ruler is a Muslim ruler, and I do not say like our rulers today, but like the previous rulers who ruled by what Allah revealed. But among the virtues of Islam was that it guaranteed the freedom of those who practice a religion other than Islam. But as the Lord of mankind said:
until they give the jizyah willingly while they are humbled. حَتَّى يُعْطُوا الْجِزْيَةَ عَنْ يَدٍ وَهُمْ صَاغِرُونَ
[At-Tawbah 9:29]
, so in return for this, they have safety for their souls, their religions, their wealth, and their honor. And so they took a special quarter for themselves. But some weak Muslims, and those who may seek immediate gain from living with disbelievers and polytheists, may prefer to live with such people. Is the Muslim commanded to emigrate from this quarter or this neighborhood to another quarter that does not have the plague of shirk or disbelief or moral corruption? The answer is yes. Where do we take this from? It is not necessary to take it from the word emigration, but we take it from other words that give the meaning of the emigration mentioned in the verse and the hadith. And the Salafi creed, you have all certainly heard at some point the saying of the Prophet (peace and blessings be upon him):
The example of a good companion is like that of a seller of musk; either he gives you some مَثَل الجليس الصالح كمَثَل بائع المسك ؛ إما أن يُحذِيَك
; meaning: he gives you for free,
or you buy some from him, or you smell a pleasant fragrance from him. The example of a bad companion is like that of a blacksmith وإما أن تشتري منه ، وإما أن تشمَّ منه رائحة طيِّبة ، ومَثَل الجليس السوء كمَثَل الحداد
; the owner of the bellows,
will either burn your clothes or you will get a bad smell from him إما أن يحرقَ ثيابك ، وإما أن تشُمَّ منه رائحة كريهة

; so the Messenger of Allah tells you: do not sit with one who harms you with a type of harm, even if it is by a bad smell, but sit with one from whom you benefit
The one who is carrying musk will either give you some perfume as a present كمَثَل بائع المسك ؛ إما أن يُحذِيَك

with dirhams and dinars,

, this hadith and that and what is in their meaning expand the circle of emigration in the mind of the Muslim who is well-versed in the Book and the Sunnah, as for the mind of the rigid one, he thinks that emigration has been abrogated because the Prophet (peace and blessings be upon him) said:
There is no migration after the Conquest (of Mecca), but Jihad and sincere intention. When you are asked to set out (for the cause of Islam), you should set out, لا هجرة بعد الفتح ، ولكن جهاد ونيَّة ، وإذا استُنفِرْتُم فانفروا

, the scholars mention that the emigration negated in this hadith is not the past emigration with jihad to the Day of Resurrection. This is the emigration of the first Muslims from Makkah to al-Madinah when our Lord (Mighty and Majestic) opened Makkah for his Prophet (peace and blessings be upon him) and the Messenger (peace and blessings be upon him) returned to al-Madinah rewarded and victorious, he said:
Narrated Mujahid bin Jabir Al-Makki: `Abdullah bin `Umar used to say, "There is no more Hijrah (i.e. migration) after the Conquest of Mecca." لا هجرة بعد الفتح

Do not accompany except a believer, and do not serve your food except to one with Taqwa. لا تصاحب إلا مؤمنًا ، ولا يأكل طعامك إلا تقي

All of you are shepherds and each of you is responsible for his flock كلُّكم راعٍ ، وكلُّكم مسؤولٌ عن رعيَّته

So flee to Allah فَفِرُّوا إِلَى اللَّهِ
