Asking someone to donate to you for the expenses of performing 'Umrah

Machine translationRead the Arabic original
The third question of Fatwa No. (21039)
Q3: As we know, hear, and see what is happening in the Gulf states, which Allah has blessed with His grace and provided with abundant bounties—and we say: what Allah willed, there is no power except in Allah, for Allah is the Provider—my point is that I have thought about it a great deal and hesitated regarding my Hajj. My frequent contemplation of visiting the House of Allah led me to say this: I considered sending a request to any radio station or association, asking them to present my request to someone who would donate a ticket for me to perform 'Umrah. However, I receded and feared that there might be something in this matter that Allah would not accept from me, because I asked for money for it. If I do that, what is the ruling in your view, and is it permissible?
A3 : I advise you not to ask anyone to donate to you for the expenses of performing 'Umrah. 'Umrah is not obligatory except for one who is able to afford it in terms of her body, her wealth, and her mahram (guardian). As long as you do not possess the means of support, you are excused. Be patient until Allah makes things easy for you regarding what you desire. We ask Allah to prepare for you a path of guidance in your affair.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
