Ruling on waiving a debt and counting it as zakah

Machine translationRead the Arabic original
Q70: The questioner says: I have a colleague at work who asked me for a loan of ten thousand riyals. It has remained with him for years. He is poor, and I have not recovered it to this day. I am wealthy, praise be to Allah. Should I waive the debt and count it as zakah?
A70: A debt is not counted as zakah. Zakah is paid to the one in need as a payment, and waiving the debt is not considered zakah; because this is not a payment to him.
