A plot of land for trade and more than a lunar year has passed before selling it: how is its zakah calculated?

Fatwa No. (14670)
Q: A man prepared a plot of land for trade, and more than a lunar year passed before he sold it. How is its zakah calculated? Does he have to appraise it every year and pay the obligatory amount even if he has not sold it, or if he sells it after several years, does he pay the zakah for the past years, or if he sells it after several years, does he pay the zakah for only one year? And if the obligation is zakah every year, but he has no money to pay it from, is the obligation dropped, or does it become a debt in his liability? Peace be upon you and Allah’s mercy and blessings.
A: Zakah is obligatory on land prepared for trade every year if a lunar year has passed and its value reaches the nisab (minimum threshold for zakah) by itself or by adding it to other items subject to zakah, such as gold, silver, or trade goods. The zakah is paid based on its value at the completion of the lunar year. If he does not find money to pay the zakah from, it remains a debt in his liability until he finds it, and then he pays it to the poor.
Zakah is due on gold, silver, or merchandise for trade, and the zakah is paid out based on the value of the items when the lunar year of possession is completed. If he does not find money from which to pay the zakah, it remains a debt on him until he finds it, and then he pays it out to the poor. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
