Praise be to Allah alone, and peace and blessings be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the President General from His Excellency the Minister of Hajj and Endowments, accompanied by a letter from Shaykh 'Abd al-Latif Mukhtar , the President General of the Islamic Union Association
of Bandung Indonesia , in which he requests a fatwa specifying the spatial miqat for the group of pilgrims coming from Indonesia . This was referred to the Committee by the General Secretariat of the Council of Senior Scholars with number “6003” and date 16/11/1412 AH, and the text of the question is as follows:
First: Based on the inquiries received by us from some Muslim brothers in Indonesia requesting the specification of the spatial miqat for the group of pilgrims coming from Indonesia . Second: This issue is still a matter of disagreement among Muslims in Indonesia and has not reached a definitive opinion. It is known that the majority of pilgrims from Indonesia were of the Shafi'i school, and they agreed among themselves that Jeddah or Madinah is their miqat, on the grounds that the spatial miqat they pass through is not clearly defined. It is known that the Islamic Union Association and its scholars hold that the spatial miqat for pilgrims from Indonesia by plane is al-Qarn al-Manazil , and for passengers by ship it is Yalamlam , as stated in the hadith, in accordance with the resolutions and recommendations of the Islamic Fiqh Academy of the World Islamic Conference in Jeddah

After the Committee’s study of the inquiry, it answered that the miqat for pilgrims coming from the direction of Indonesia is the first miqat they pass or are level with, whether by land
or by sea or by air, as narrated by al-Bukhari and others from Ibn 'Abbas (may Allah be pleased with them both), who said:
The Messenger of Allah (peace and blessings be upon him) designated Dhu al-Hulayfah for the people of Madinah, al-Juhfah for the people of the Levant, al-Qarn al-Manazil for the people of Najd, and Yalamlam for the people of Yemen. These are for them and for anyone who comes to them from other than their own people who intends Hajj or 'Umrah. And whoever is below that, then from where he begins, even the people of Makkah from Makkah.وقت رسول الله صلى الله عليه وسلم لأهل المدينة ذا الحليفة ، ولأهل الشام الجحفة ، ولأهل نجد قرن المنازل ، ولأهل اليمن يلملم ، هن لهن ولمن أتى عليهن من غير أهلهن ممن أراد الحج أو العمرة ومن كان دون ذلك فمن حيث أنشأ، حتى أهل مكة من مكة
. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
